Built retaining wall (2ft high) and a fence with a little shade. Retaining wall is right behind the mailbox. Half on the ROW the other half on the property right under the electrical box. Visible from the street.I called complainant: retaining wall was finished last winter, parts of it are 6 ft tall, they have now installed a fence on top. retaining wall is reported to encroach on the ROW. I will refer to SDOT after we investigate work on private property.
