Per CSB: I am a recently disabled 66-year-old who needs to be able to have open access to the alley behind our backyard, so my wife can bring our car up the alley to drive me places. Our front yard street access is down a steep flight of stairs, which I am unable to navigate. Our garbage and recycle trucks also use the alley, since it is difficult for us and our neighbors to transport bins down to the street.
