Per 3/18/14 online complaint "I live at 1067th Ave East address and I am concerned that the property behind me. They have taken over the alley and raised the ground level and edged and edged that using boulders. Some of the boulders have fallen against new fence. No one seems to live in the house. Caller advised the property owner at 1068 25th Ave E hired the same crew building a retaining wall at 2516 E Helen St. to construct a tiered retaining wall on the property adjacent to unopened alley to the east of the home. Caller said there are no apparent permits for the work and since constructed both walls have failed and slid into the alley due to the soil issues on site. Additional SR's being created for lots at 2516 and 2518 E Helen St. *Ref #6387739/6356454*
