Per online complaint dated 9/18/05: "This property is a cluster of buildings housing mentally ill people. The out building that abutts the alley between 2nd Ave NW and 3rd Ave NW is a new building build on an old foundation (although it appears that several feet of additional concrete foundation was added to the north end of the building). I do not know if this is a code violation but it should be checked. My bigger concern is that this new building ( at least the landscaping) encroaches on the
