Owner has built a retaining wall without a permit over two (2) years ago. Wall is at rear of yard (back to back with Complainant's property). Complainant is concerned it will fall into her yard.6/19/17 update: retaining wall is 8' tall and verbal description of wall does not match what I see in the approved drawings for Permit 6173503. Owner of SW duplex is getting ready to sell. Complainant did not see wall being built but it does not match wall to the north and does not appear to be engineere
