Per 3/29/09 online complaint: "Cottage is currently under construction over alley right-of-way. There is no record of permit from DPD, and none should be issued, as new construction straddles south property boundary and mostly covers City of Seattle owned public property (unimproved alley). No record of alley vacation re: Sea DOT"***Does "cottage" on south side of property require a building permit? And, is this something that should be referred to SDOT?***
