People keep defecating near door of residential building and the owners are not picking it up.

The construction project across the street from my building consistently has activities that start before 7 am on weekdays and Saturdays which is affecting my sleep. There have been equipment noises - saws, hammering, equipment reversing; raised voices; chains clanging; and an increase in vehicle noise. This has been starting anywhere from 5 am to 7 am on a regular basis.
