There is cat urine odors so strong, it permeates my apartment. It is coming from the end of the hallway and I've reported it to management and nothing has been done/ What are my rights?

Her bathroom was flooded through the fan, due to a clogged toilet in the apt. above. Mgmt unclogged the toilet but wont do anything about her bathroom (cleaning, replacing floor.) She states the fan doesn't work, has mold growing in it and is coming loose. Also, the paint is sliding off in the shower and the wall is molding, but they won't deal with it.
