Pine Street Apartments stores their garbage on the sidewalk in plastic bags, some of which the homeless, etc rip open, creating a mess for the entire block and beyond. I phoned the Piper Brown, of Pacific Crest, which owns or perhaps manages the building, & she told me they do not have garbage bins at all! They just keep plastic bags of garbage on the sidewalk.I am very tired of picking up trash off the street on this & adjacent blocks.
