Per 7/3/13 e-mail from Michelle Macias to Art Richardson: "I have someone at the counter that shares a sewer with the above address. He is apparently doing work on his side sewer without permits and causing issues with her side sewer. Art, can you go out there ASAP and see what's going on and make them get a permit if needed?"
