The occupant(s) in the subject property have been operating a dog boarding business for several years. There are continuously more than 3 dogs on premises. We have noted up to 10 from time to time. Dogs are dropped off and picked up throughout the day. The impact on the neighbors include: 1. noise from the dogs throughout the day and night, 2. noise from the tenants yelling and swearing obscenities at the dogs 3. traffic from people dropping off / picking up dogs, and 4. tenants blocking public
