1340 5th Ave. there are lanes of traffic blocked off. Workers seem to have been working all day. They are now working into the late night hour. It is currently 11:14PM and I have video of them working with no intention of stopping, banging, clanking, running machinery with loud beeps. Is there some sort of special permit for them? They are below residences at the building they are working on, cutting, grinding, etc. It is disturbing the residences across the way as well. Unacceptable.
