August 4th, 2011SeattleHello, Jeff: I am making a comment/complaint about noise in my neighborhood. I live at 308 14th Avenue East, on Capitol Hill in Seattle. For more than a month, shrieking, screaming, squealing, and wailing has been coming from a house directly below my bedroom window (1412 E.
