This address, 1523 21st Ave S, is a rental but it's not clear it complies with RRIO and they seem to have a legally questionable ADU in the back using not up to code electrics (power delivered via an extension cord connecting the main house and the back).

PER ONLINE: The unit seems to be a rental but is not likely registered with the RRIO and the building seems in disrepair with something that attracts large numbers of rats to the neighbourhood.It seems like that there are also more people living in the house than really should.
