I am a resident of The Morris Apartments (1743 Summit Ave). My apartment windows face the Larkspur Apartments (1727 Summit Ave). The Larkspur apartments have a parking light affixed to their building two floors above their garage. That light shines directly into my apartment from around 7pm until the early morning (5-6pm). It is incredibly bright. I have tried multiple times to contact the Larkspur to inform them about this problem but have not been able to reach them nor received a response to

The covered parking stalls located at the rear of the apartment building, adjacent to Crawford Pl, are enclosed. Permits and inspections are required but neither were obtained. They received a notice of violation 1060058-VI on January 2nd 2025. The NOV stated they had until Feb 7th 2025 to correct this and they did not. They still do not have permits or had an additional inspection occur. The NOV stated they should be getting charged a fine per day.

The owner of this building filed for an exemption from RCW 19.28 saying this will be their primary residence and they will live here for two years. The owner does not actually live here and was just trying to bypass the law.
