Since April, new tenant making continuous sharp sanding noise in the backyard (outdoor) in lengthy 30+ minutes non-stop grinding daily, including holidays. Continuous noise is heard with all windows/doors closed, which is worst than construction noise on site behind. There is no place to hide from this CONTINUOUS noise at my own home during the day. Please help.
