PER CSB: The bins at 2000 have been overflowing & appear to be being used for drug drop off & collection by 2004 Dexter Ave. N. - as people from 2004 put things through the hole in the fence of the 2004 parking lot to 2000. People from 2004 then put the items in the bins & other people come collect things from the bins - putting them in bkpks, bags, etc. & dispersing on foot towards Aurora, etc. The rubbish then sprawls around the street - along with the needles
