On Tuesday 4-16-2019 at about 8:45 in the morning I observed the excavator working on the property destroy and dump an abandoned fuel oil tank located on the property. The tank was located approximately 10 feet East of the property's West property line, and slightly South of the center of the the lot North / South. I observed a worker on the site shoveling a tar like liquid from the inside of the tank onto the ground in the pit where the tank had been previously located. I t
