A construction crew has started working with heavy equipment, including cement saws on fourth Avenue. They work well beyond 10 PM late into the evening and have started again at 4 AM.We are in a residential neighborhood surrounded by apartments. In particular, I am on a street level apartment and they are shinning lights directly into my home starting at 930pm.
