There has been construction immediately outside my window all night the past three nights. Last night I could not sleep due to heavy machinery scraping against the concrete no more than 15 feet away from my window. This is an intolerable condition. Permit or not, the city needs to warn tenants and provide a hotel at no cost to residents.
