POTA--per phone call--complainant says she smells a strong smell of cat urine in the basement of the home she is set to move3 into. Says she did not smell that before signing lease. Owner lives in Tokyo and has been responsive and helpful but she would like to know rights? She is unable to store things in the unfinished basement and the basement is what sold her on moving into the home
