For the last 7-8 months, there has been constant spray paint (or some other strong chemical) smell coming from a small parking garage. It's on the alley behind 210 23rd Ave E (98112). Many days I hear spraying in the enclosed garage, and most days I can smell the fumes from my apartment (which is right by the enclosed garage). This happens in the day, and many times overnight as well.
