Tenant gave 21day notice ahead to move out. Owner says tenant needs to pay full rent for January. Was on a 12month lease now on a month to month. Rent was pro rated prior to move in. What are rights?

Landlord is having questions, has a tenant on a term lease that ended in May but Tenants are stating that they did not receive a notice and so Tenants are not leaving the property and lanldord feels like they are squatters on his property. Landlord states that he has been trying to get POTA help.
