Light and Glare issues on newly constructed home. Rear porch light shines at complaints windows. No blinds on windows and bright lights shine into complanant's window. Visible from alley.

His neighbor has a crew doing side sewer repair/install work and they do have an easement however can't find the hookup and are digging around (didn't call the call before you dig line) and his concerns are that they are digging near his gas line and don't know where it is and also that they have said they are coming back today and want to dig up his foundation looking for the connection.
