Plumbing issues have resulted in water leaking into basement unit (walls and flooring of unit has been damaged). Pools of water and mold are visible. Owner occupies the upstairs unit and has told downstairs tenant that substantial rehabilitation will take place (replacing appliances, tearing out walls/floors, mold remediating, etc).
