Construction project withoutpermits is undermining ourretaining wall. Additional info added 9/4/20: Background:Neighbors tore down their existing ~18" high retaining wall and ground level deck which were approx. 4.5' from our block wall. The deck runs all the way to the northwest property line at a height of 29" - 30" , the deck is built over 18" without a permit, excavated adjacent to an ECA wall and exposed 3 more rows of blocks.
