The owner of the townhouse enclosed (walls, windows and double doors) a previous "outdoor patio" area. The patio has a city manhole that is on the ground. The owner enclosed directly on top of the manhole. Leaving half of it "inside" and the other half still outside with the new door frame directly on top of the manhole cover. This emits toxic stench directly from the manhole into the enclosed space that has no ventilation to the outside. Furthermore because our home sits on a hill a sump pump
