Hello, I am the neighboring property owner to 2640 23rd ave W. 98199, and wanted to reach out in hopes to find out if its possible to contact the property owner of the parcel 4-plex as their garden area backs up to the alley (between 22nd and 23rd), the thorn vines and bushes are now overgrowing into the alley street way. Are you able to provide any help? (Note: they typically have it trimmed annually but not since 2 summers ago)
