Neighbor is allowing blackberry bushes to take over - they are currently growing on 3 sides of their roof - including mere inches from power lines, through gaping holes in their deck, and blocking access along one side of the house (clogging the path between their house and their fence). Their home is a significant safety hazard and a major eyesore. They also have a nest of rats living in this mess that they are seemingly unconcerned about - forcing the rest of the neighbor
