Property 2728 NE 130th street has opened up the dead end street of 28th ave ne onto Seattle right of way. Said property has also notified us of 2 ADU's he is about to start renting. One of the ADU's is a converted garage. I have not found any permits allowing said property to create a driveway opening up a dead end street or any electrical or sewer corrections to build /create these ADU's. Mr. Sipe has already been threatening and harassing the neighbors, at the dead end street of 28th ave NE,
