No heat since Jan 23rd - gas furnace - owner refuses to pay bill. Eight windows thru out unit are sealed shut. Linoleum flooring old and torn up. No weatherstripping on doors - cold air enters thru huge gaps. Rats in basement and between walls, feces in unit. Compl lives in upper unit of duplex, lower unit currently unoccupied.
