Tenants of [ground floor 2856 14th Ave W, managed by Walls Property Mgmt] stand on the public sidewalk directly in front of my home every day around 4:30 p.m. (and later around 8.30pm) to smoke marijuana. The smoke drifts through our open windows-into my child's bedroom, our living space, and my office-violating the 25-ft buffer required by RCW 70.160 and SMC 10.64 (public-place cannabis ban).
