I'd like to make a complaint about smoking happening in the building Encore Belltown Apartment, especially my neighbor ( unit 203) whose smoke seeps into my unit. My entire floor (2nd floor) smells like cigarettes. People are smoking inside the stairways and lobby after hours. People leave their garbage in the stairways and only the lobby gets cleaned by cleaners who only come once a week.
