Currently renting on a fixed term lease, landlord is saying he is not open to converting lease to month to month. Is he allowed to not offer him a month to month? Only offering fixed term lease right now.

I am currently residing at a rental property located at 3045 Garlough Avenue SW. Since moving in, I have become aware of many issues affecting the livability and functionality of the house. These include major issues related to wiring, plumbing, and ventilation. The property was not registered with the Seattle Department of Construction and Inspections (SDCI) at the time that I moved in.
