Management changed and it was discovered through an audit, tenants were not billed for utilities. We just signed a new lease and the new management is trying to back bill $1500.00. Is this legal?

There are fansand de-humidifierin the closet, and I believe there isa plan to replace thehot water heater, but no plan to address the carpetand the possiblemold.

Moving in just under a month ago, I have encountered several issues with my apartment.
