There is damaged city property, my neighbor removed the fence on my property without my consent or permission, began digging without a locate (I got an emergency locate) and was prepared to remove a large stump on my property that would rip out the gas line without getting a locate first. They were using heavy equipment over the sidewalks, caving in the concrete over the water box.
