Next door neighbor (Randall Spaan of 333 Lakeside Ave S, Seattle, WA 98144) has been repeatedly dumping his trash in my trash bins and in the bins for the upstairs tenant at the property that I rent. Mr. Spaan has been told on multiple occasions (including by my landlord) to stop dumping his trash in our bins, and we have even placed signs on our bins explaining that unauthorized dumping is prohibited and all activity is monitored by security camera. Despite these efforts, Mr. Spaan continues
