Tenant has piled scrap wood, cement blocks, garbage and other debris at the side of the road across from his rental for many months. He also has a Subaru that has been parked for several months that never moves, is filled with scrap lumber, covered with graffiti and is usually covered with a tarp. Per online complaint: "Vacant Building/Unlawful Home Occupation: Human waste is being deposited at the north side of this home, which is open to our yard. The evicted tenants believe that a friend in possession of a key is still occasionally using the house, which currently has no utilities. SPD referred us to DPD."
