Hedge growing into sidewalk

I watched a person in a wheelchair have to go out into the street because these two hedges/plants are taking up so much of the sidewalk in addition to the open part of the sidewalk having the cement bars. I've reported these in the past. Please have the owners cut them back and open up the sidewalk so people don't have to go into the street. Thank you!

1/3rd of the sidewalk is blocked by hedges. An important part of this is that half of what isn't blocked has the protective ridges to step on that are helpful when it's slippery, but it also means half the sidewalk that's usable for things like strollers is unusable and having to take a stroller over those ridges is tough. These are 2 different hedges at properties that are immediately E and W of the location point mapped.
