issue with neighbors driveway - over the weekend was digging up making a trench has caused flooding for other homes in the area, this needs to be inspected asap before they cause more damage

My neighbor at this address regraded his driveway and it has caused increased flooding into my driveway and side yard.He is preparing the house to sell and I am worried he will leave before fixing it. He has stopped answering my calls about it.
