Apartment unit construction late into the night

There have been multiple lights in the building that have been out for several weeks now. These lights are in the hallway, stairwell, and exterior entrances/exits of the building. This is a major safety issue. I have contacted the new management several times now about having these lights replaced/fixed since January 28, 2025. Sometimes I'll get a response from the building manager days later saying they will get them fixed and sometimes I don't hear any response at all.

There is a construction project happening on the street my building is located on and the construction has blocked the road so I cannot freely enter or exist my garage in my vehicle. We were not notified about this project nor is there a timeline for completion. I would like to know how long this is expected to last as I have plans to use my vehicle and exit my unit.
