PER CSB: Hello - Is a street use permit required to grade, improve or upgrade the current unpaved gravel-surfaced alley between the houses at 3800, 3802 and 3660 24th Ave S? Illegal unit in basement. This is a SFR w/ADU but owner is renting a 3rd unit in basement.

Owner lives in main part of house. she remodeled and built addition and created three residences including renting basement. Caller has observed at least two to three different renters move in and out of the basement. Owner is using the greenbelt for parking and the garage is on the ROW.
