Tenant having issues with rent it's unreliable sometimes. Works but not all the time, and it doesn't completely warm the house. Hired a technician to diagnose issues, tech said there are issues that need to be addressed. Landlord has ignored all calls and text messages. What are rights?

My wife have lived in this unit since July 1st, 2022. At the time of our move in, we noticed that the caulking along the seams of the shower wall was deteriorating due to moisture and damp wood behind it's application. In mid-November and early December, we communicated to our landlord that mold had begun to grow. We were ignored until December 27th at which time the heat in the building had also stopped working.
