Caller, Becky Jex, is wife of tenant living out of state. Her husband, the tenant, is deaf and she called on his behalf. Unit has no heat/heating system whatsoever. The tenant tried heating his unit with a space heater and it blew the breaker and then the electricity went out last night altogether. He had to stay at a hotel. The landlord said she had an electrician coming out to fix the power issue but not to install heat. Electrician apparently told the tenant there were major issues with the
