PER CSB: I noticed my neighbor digging out his yard and putting in a PVC pipe underground. One end connects to his gutter and the other end connects to a plastic bucket right next to the sidewalk. The bucket now sits where a green Seattle City valve box lid use to be in the ground. Not sure if there is a permit needed for activity, but was worried about impacts of excess water drainage and any impacts to housing foundations.
