"Started work at 6:50 yesterday (4/15/04). What is the starting time - thought it was 7:30? Can they apply for a variance to change the starting time - and if so, aren't they to notify the neighbors? Please respond to questions on answering machine. Thank you"Land Use Decision 2000869 SEPA condition #2 states: "The hours of construction activity shall be limited to non-holiday weekdays between the hours of 7:30 a.m. and 6:00 p.m. and between the hours of 9:00 a.m. and 4:00 p.m. on Saturdays

Work including cutting, sawing, pounding and drilling on Saturdays. On Saturday they were going to cut concrete, but did not because the complainant called the project owner: Phil Rodriguez (partner w/ Gary Noyes) and eventually work was stopped (as a result of call to owner).The on-site project manager, Mike, had not even read the project conditions according to the complainant.
