Per 3/17/06 e-mail from David Doll/SDOT to Matt Recker/DPD: "Hi Matt, I came across a home owner and his neighbor that have routed ground water and downspouts to the curb. I instructed him to call you and get a DPD sewer/drain permit. There is restoration not to code that I will deal with. The biggest concern is the groung water to the gutter line potentially icing up in the winter. The addresses are 4036 39 AV S, Carl Holm 723-5119 and 4030 39 AV S, no name or phone.
