Starting at 10pm on 4-27, construction outside my apartment building on the street began. I got an email notice about my water being shut off between 10pm-6am the following order but I was not informed that it would be due to loud construction. To my knowledge, I thought that there could not construction noise past 10pm until about 6 or 7am. However, they are drilling into the road, sawing (something that induced sparks, not sure), have loud vehicles, etc. This has been going on for 2.5hrs and
