The flagger was not directing vehicles in a safe manner. He was clearly not taking it seriously, I'd be surprised if he was certified. He did not allow cars time to stop and clearly instruct the direction of new traffic. It was one lane traffic and I got trapped in between cars behind me and oncoming traffic because he was not clearly directing me.
