Per 11/8/16 online complaint: "There is new construction on our block. The person, I believe is doing it himself. The open hole smells heavy of heating oil, like an oil tank was hit or removed. The survey marker seems to be moved as it is obviously being planned beyond the set back of the alley."***Are setbacks per Permit 6499429?***
